In order to develop Karatsu in the 21st century into a city that is capable of coping with socioeconomic changes and empowering its citizens through a healthy and dynamic local economy and comfortable lifestyles, it is important to foster human resources that are endowed with the character and creativity needed to meet those challenges.
To that end, we are implementing measures aimed at guiding and motivating youngsters during their formative years to grow up as caring, tender-hearted future citizens with a strong affinity and respect for their home town, and at improving the conditions necessary for the development of character and rich sensitivity in these young people. |

1. Early Childhood Education and Compulsory Education |
| We are seeking to promote healthy development of youngsters by supporting their families through implementation of consultation services for early childhood education, provision of opportunities for self-development in parenting skills, reorganization of school districts for more appropriately sized and located schools, and enhancing the environment for community-based support of positive child development through collaboration between families, schools, communities and the city administration. |

2. Advanced Education |
| We hope to develop and secure creative human resources by inviting involvement by distinctive-featured advanced educational institutions, with an eye toward Asia and other overseas regions, and by developing collaborative programs with Saga University’s Coastal Bioenvironment Center and Kyushu University. |

3. Lifelong Learning Programs |
| We aim to provide a diverse range of learning programs, to network various facilities via advanced information and telecommunications networks, and to properly locate new centers of cultural, art and historical materials while upgrading existing facilities. |

4. Sports |
We are organizing sports associations, strengthening the ties between them, upgrading the functions of basic sports facilities, creating a system to support sports activities, and making school gymnasiums and playgrounds available to the general public. In this way, we hope to develop our citizens’ physical capabilities and to promote development of competitive athletes. We are also promoting healthy development of youngsters by providing them with increased opportunities to enjoy sports through sporting exchanges with athletes representing various competitive sports.

5. Education and Enlightenment in Human Rights |
Seeking to eliminate any and all kinds of discrimination, we are actively addressing education and enlightenment programs aimed at raising all citizens’ awareness of human rights issues.
